10 Million Families to Benefit From New BISP Payment System
The Benazir Income Support Programme (BISP) has taken a landmark step toward financial inclusion by signing agreements with 1LINK and partner banks to introduce an interoperable digital wallet payment system. This initiative will allow millions of women beneficiaries to access their stipends more conveniently across Pakistan, marking a major reform in service delivery.

The signing ceremony, held at BISP Headquarters in Islamabad, was chaired by Senator Rubina Khalid, Chairperson BISP, and attended by senior representatives of the State Bank of Pakistan, 1LINK, leading banks, microfinance institutions, digital payment platforms, and the World Bank. Senator Khalid described the initiative as transformative, emphasizing that it places beneficiaries at the center of the payment system by ensuring accessibility, transparency, and choice.

Under the new mechanism, stipends will be credited directly into beneficiaries’ digital wallets, enabling withdrawals from any participating bank’s agents or retailers nationwide. This interoperable system eliminates challenges such as long queues, overcrowding, and limited payment points, while ensuring safer and more transparent transactions. The reform is expected to gradually become the primary channel for BISP disbursements.
Senator Khalid highlighted that the initiative is not just a technological upgrade but a major step toward women’s empowerment and financial autonomy. More than 10 million families stand to benefit from the new ecosystem, which expands access to formal financial services and strengthens financial inclusion. She directed partner institutions to ensure effective outreach, timely activation of accounts, and training of staff to guarantee that every beneficiary can access her stipend with dignity, respect, and confidence.
