Pakistan’s largest telecom consolidation has entered its final phase after the Islamabad High Court (IHC) granted the final legal clearance for the merger of Ufone and Telenor Pakistan. The approval follows the Pakistan Telecommunication Authority’s (PTA) issuance of the final No Objection Certificate (NOC), allowing the operational integration of the two telecom operators to move forward. Sources say the merged company will operate under the e& brand, replacing both the Ufone and Telenor identities as part of the UAE-based group’s global branding strategy.

The rebranding will mark the end of the Telenor brand in Pakistan after nearly two decades, while Ufone’s standalone identity will also be phased out once the integration is complete. The combined company is expected to become Pakistan’s second-largest mobile network operator with around 70 million subscribers, strengthening its position against market leader Jazz. Industry experts believe the merger will create the country’s largest telecom infrastructure by combining spectrum, towers, transmission networks, and digital platforms.
Although the merger is now legally effective, customers are not expected to experience any immediate changes. Existing SIM cards, phone numbers, packages, and mobile services will continue to operate without interruption while network integration, IT systems, customer databases, and digital platforms are merged in phases over the coming weeks. The PTCL Group’s acquisition of Telenor Pakistan is regarded as one of the most significant deals in Pakistan’s telecom sector and is expected to reshape competition in the industry.
