The use of VPNs in the country is deemed illegal, as these networks enable users to access blocked sites and applications, a violation of the country’s cyber laws.

A VPN, or Virtual Private Network, allows users to circumvent restrictions and access blocked websites and applications. However, in Saudi Arabia, using VPNs is considered illegal and against the country’s cyber laws. Despite being accessible for download from app stores, VPN usage can lead to serious consequences.
Saudi Authorities Impose SR 1 Million Fine for Illegal VPN Usage
According to reports from Ajel News, the penalty for employing any anonymous applications, such as VPNs, in Saudi Arabia includes a hefty fine of SR 1 million, a potential one-year jail term, or a combination of both. Additionally, Article 3 (4) of the Anti-Cyber Crime Law in Saudi Arabia stipulates that accessing a blocked website can result in a penalty or fine of up to SR 500,000.
While VPNs theoretically allow users to hide their IP addresses, making tracking more challenging, Saudi police employ various methods, including IP tracking, to monitor individuals. The authorities maintain that accessing blocked content through VPNs poses a threat to national security and, as such, strict penalties are imposed. However, it is noted that unless an individual is deemed a security threat, the likelihood of the police actively tracking their location remains low.
