Mobile Phone Import Duties Reduced Under FY2026–27 Tariff Reforms
Pakistan’s government has reduced regulatory and additional customs duties on imported mobile phones for fiscal year 2026–27 as part of its tariff rationalisation measures. The biggest reduction applies to smartphones priced above $500, with the regulatory duty cut by 20%, equivalent to a reduction of Rs4,400 per handset.
According to a Commerce Ministry briefing, regulatory duty on Completely Built Unit (CBU) smartphones has been reduced across major price categories. For smartphones priced above $500, the duty has fallen from Rs22,000 to Rs17,600 per handset. The government has also reduced Additional Customs Duty (ACD) from 6% to 4% for the listed smartphone and cellular-phone categories.

Pakistan Lowers Duties on Imported Smartphones, CKD and SKD Phones
For mobile phones imported in Completely Knocked Down (CKD) and Semi Knocked Down (SKD) form, regulatory duty has been reduced from 5% to 4%, while ACD has also been lowered from 6% to 4%. The Commerce Ministry said the changes were introduced under the FY2026–27 budget in line with the National Tariff Policy 2025–30.
The duty cuts come amid a rise in Pakistan’s mobile-phone imports, with smartphone and cellular-phone imports increasing from $1.497 billion in FY2025–26 to $1.888 billion, while CBU smartphone imports more than doubled to $357.7 million. Although the Mobile Device Manufacturing Policy 2020–25 has expired, incentives for local manufacturers and assemblers remain protected under the Fifth Schedule of the Customs Act, 1969, as the government continues to balance lower import duties with efforts to promote local mobile-phone assembly and manufacturing.
