New Liquor Outlets Expected in Dhahran and Jeddah Amid Saudi Social Reforms
Reuters has reported, citing sources, that Saudi Arabia plans to open two more liquor stores in the near future. One outlet is expected to serve non-Muslim employees of the state-owned oil company Aramco in Dhahran, while the other will cater to non-Muslim diplomats in Jeddah. These stores could potentially open in 2026, though no official dates have been announced. Saudi authorities and Aramco have declined to comment on the matter.

This development follows last year’s opening of the first liquor store in Riyadh’s diplomatic quarter, marking the first such move in 73 years. Informally dubbed the “Booze Bunker,” the store was initially restricted to non-Muslim diplomats but has since expanded access to non-Muslim holders of Saudi Premium Residency. The move is seen as a symbolic easing of Saudi Arabia’s strict alcohol regulations, even as the broader ban remains in place.
Alcohol Ban Remains Despite Limited Access for Diplomats and Expats in Saudi Arabia
Despite these limited exceptions, Saudi Arabia continues to enforce a nationwide prohibition on alcohol. The kingdom has, however, introduced sweeping social reforms in recent years, including allowing women to drive, expanding entertainment options, and promoting tourism. Under the Red Sea Global project, 17 luxury hotels are set to open by next year, though all will remain alcohol-free. Officials have repeatedly denied speculation that alcohol sales will be permitted in tourist areas, reaffirming that the ban will remain in place even as Saudi Arabia prepares to host the 2034 FIFA World Cup.
