The process of developing a strategic plan goes beyond the scope of a single administrator; it necessitates effective coordination both vertically and horizontally among internal and external stakeholders. This coordination involves consolidating various micro-plans, including academic, research, financial, student services, and sustainability plans. The USAID has highlighted a deficiency in Pakistan’s higher education sector, stating that there is currently no structured practice for creating and implementing long-term plans to enhance the institutional performance and governance of public sector universities.

To address this gap, the USAID’s Higher Education System Strengthening Activity (HESSA), implemented by the University of Utah, has enlisted the support of the Society of College and University Planning (SCUP). The goal is to assist 16 partner public sector universities in building their capacity for strategic planning. SCUP, a U.S.-based organization for higher education planners, facilitates the exchange of resources, best practices, and innovative ideas to address challenges and move towards integrated planning.
The initiative marks a significant milestone as the first comprehensive program launched for public sector Higher Education Institutions (HEIs) in Pakistan, focusing on teaching them how to formulate university-specific strategic plans through an inclusive process. The program is led by experienced international experts, including Dr. Michael Barber, Dr. Aslam Chaudhry, Dr. David Keida, and Dr. Mercedes Ward from the University of Utah, along with Dr. Ayesha Razzaque from the HESSA PMU, and Randy Simon, Ray White, and Josh Humbel from SCUP.
